The link goes to a useful thread by ZombiesRus that also has a short description of listed mods, plus a useful icon system so you can quickly see which mods are for Rebellion and what kind of mods they are (mods that add factions, planets etc.). While the mod has not yet been enabled, you will probably notice a change in the checksum number on the upper right (some purely visual or sound mods may keep a checksum of 0).
Sins Forums - The official forums are the center for all things mod related, and mods have their own section. Select the mod you want and hit the enable mod button to add it to the enabled mods list on the right. However, it is not exclusively for Rebellion, so many of the mods here may not work on Rebellion. Ricksgalaxy - This Sins fans site contains a nice list of most of the mods ever created for Sins, with a short description in one place. However, some of the mods listed are not playable yet, and not all mods create a page on moddb. Moddb - A sort of social media site for Mods, the nice thing about Moddb is that it has its own section for Rebellion (so mods from previous expansions won't be in the list). Here are the main places to look for mods, taken from my steam guide. 
I don't think you're looking in the right places then.
