It's "easier" for those of the High valyrian culture but there are only 4 family's which are of that culture, Targ's, Blackfyre's, Celtigars and Velaryons, and even then many of them still get a 50% of getting eaten by the dragon rather than taming it.
Succes chance her is rather low across the map unless for certain specific characters. youre average lord has about 10% chance of succesfull hatching and about 90% of seeing himself and/or some/all of his family killed with the failed attempt.
